The crash happened October 16 on Archdale Drive, near High Meadows Lane and not far from Interstate 77 North on-ramp, officers said.
Ever Elizand Castillo-Guardado, 22, was pronounced dead at the scene.
On Friday, CMPD officers arrested 26-year-old Alan Ariel Melgar with a felony death-by-vehicle charge.
