Pair of adults charged 2 months after Mooresville woman's death in hit-and-run

A juvenile was initially charged days after the crash, but the adults were eventually arrested roughly two months later.

MOORESVILLE, N.C. — A pair of adults are facing charges about two months after a Mooresville woman was hit and killed by a car and a juvenile came forward.

The Mooresville Police Department said 20-year-old Shaelyn Ellen Bell was killed early in the morning on Sept. 15, 2024, along Rocky River Road. Initially, a juvenile came forward and was represented by counsel days after the incident. The juvenile was then charged with felony hit and run, misdemeanor death by motor vehicle, a misdemeanor provisional license violation after 9 p.m., and an infraction for using a mobile device while driving under the age of 18. 

Police said the juvenile was then released to their parents.

Officers said additional investigation resulted in warrants for Elaine Marie Hughes, 56, and Scott William Hughes, 58, who were charged as accessories after the fact. Elaine Hughes was arrested on November 13 with a $10,000 secured bond. Scott Hughes was arrested on November 16, 2024, with a $15,000 secured bond.
